A septic tank is a sewage processor. Waste goes in, is allowed to break down and then the 'clarified' liquid waste is released into a suitable field. A cess pool is simply a container which store the waste water until it is collected.
The trouble with septic systems is that they are just not suitable in many places. There needs to be suitable area of uncovered (i.e. not paved) land for the tank to discharge into, the soil needs to be suitable to support the tank and according to the new rules there can be no suitable mains sewer to connect to or any local water source that may be affected.
